Diagnosing a non working horn on a 1976 Corvette. While checking for 12 volts at the horn relay plug (with relay removed) I found 12 volts at the red wire which sounds like it is normal but I also get 12 volts from the black wire. Doesn't the black wire simply go to ground when the horn button is pressed? I'm thinking I have a short in the wiring to the horn button. Looking for some feedback so I don't go on a wild goose chase. Thanks in advance.
yes, your correct. red wire always hot. black wire goes to ground when you depress horn button. green wire to horns.

You might want to check that the horn(s) are working by disconnecting the green wire at the horn and apply 12 volts.
Did the horn honk? If not check the horn mount for a good ground.
If yes go to the horn relay and with the green wire reattached to the horn, disconnect the green wire from the relay and apply12.volts.
If the horn works Check the red wire for 12 volts, it's always hot.
Still good, then see if the black ground wire is good.
Side note, Is it possible the BLACK wire that you mentioned is a fusible link?
Next press the horn button and see if the relay clicks, if not you need a new relay.
