Without knowing anything else, if your plugs are clean, then I would check fuel pressure/fuel pump operation. You should have 9-12psi. One other test you can run is while someone is cranking it, try spraying carb cleaner into one of the throttle bodies to see if it starts or at least sounds better. If it starts, then for sure it's a fuel supply issue. One other item to be aware of is if the TPS is sending a high voltage signal, like 3.5 volts or higher, the ECM will go into a clear flood mode, and shut off the injectors. You can bypass that by disconnecting the TPS, if you think that's the issue.
