Hi guys,

I believe all the warning lights are part of the flexible circuit board on the back of the gauge cluster. I just replaced all these bulbs and installed a new flexible circuit board. It has for bulbs, 2 on each side of the gauge cluster for the warning lights

That is the LOW FUEL warning light module.
You will see #10 is your Circuit from your Fuel Sending Unit in fuel tank. #10 first passes through your Fuel Gauge.
On my 77 the light will come on with approximately 3 gallons of fuel in the tank.
If you just use a standard bulb socket & bulb to fill that hole in the gauge cluster the bulb will shine anytime the ignition switch is turned on. It is powered by #11, Ignition Circuit.
If your car wasn't equipped with the ZX2 Convenience Group Package the hole in the cluster would have had a bulb socket and NO bulb installed.
Here is the PCB circuit layout for the 77-78.

Since you have the module out, I would bench test it.
Install a known good bulb.
My repaired original module shines in about 22 seconds once power is applied.
