Default Need Help With Horn Mounting Location

Subject: 1970 Convertible horns (general mounting location and attachment)

Problem: I'm an idiot. I knew I shudda photo'ed the engine bay before dis-assembly, but I got in a hurry (or honestly, probably just got lazy)...

Task: I rebuilt both headlight actuators (and rattle canned 'em gold). Replaced all the other actuators and vac hoses.

Once I was ready to trim the new vac hoses to the proper length, I decided it would be best to re-install the horns
and make sure the vac hose routing was correct BEFORE cutting the hoses to length.

Herein lies the problem:
I couldn't remember exactly where the horns were mounted or how they were indexed.

I noticed the horn brackets had indexing tabs:

And I assume (dammit) they mount here:
The AIM doesn't make it clear where the horns/brackets are supposed to be mounted.

Question #1: Is that ^^^^ the correct horn mounting placement?
Question #2: Why is there only one indexing hole (yellow circle) for a tab? Passenger side doesn't have one. Or am I just completely in the wrong place?
I also noticed the indexing tab on one of the horn brackets had been somewhat flattened as compared to the other,
which would hint toward the fact it may have been tightened firmly on the side which had no indexing hole....

OBTW, My car did take a lick on the nose sometime in the past, so things aren't always factory correct up there and this may be a previous bubba job.
Also, this is a '70 and I've found a few '72 parts on the nose.

Any advice, help, pics, condolences, etc greatly appreciated brothers!!!
-Lee
