Have you checked if the 1157 bulb is correctly inserted in the socket?
It has two pins and it is possible to reverse the bulb causing the brake filament to come on when the lights are turned on.
the other possiblity is bad ground connection.
Check the resistance from inside the socket to the ground lug on the left side of the rear crossmember (for a 78 that is). My 78 was doing weird things like yours. Found a corroded mechanical ground connection inside the socket itself. Spliced in 2 new sockets and all good now
i had a go at it today looks like someone before me had a play i reversed the 2 wires going into bulb socket basically swapped them over no more stuck stoplight,i have tailights working but only one stop light lh and lh turn signal.
no stoplight at rh ,will look at wiring at rear cross-member tmrw or sat

How did you 'reverse' the wires?
You may have a bad ground in the bulb socket. After checking that the 1157 bulbs are installed correctly, attach a wire to a good ground and touch the other end of the wire to the brass part of the socket.

ground wire is good ,i think someone fitted the 2 prongs that connects to bulbs wrong way around hence my stoplight on with tailight, i flipped the wires stoplight no longer comes on with the tailight i will investigate some more
