Default C3 Horn Issue

I have a 1973 C3 with a telescoping wheel. I have checked wires to horn and all are good and the horn works. The issue that i am having is when the steering wheel is Telescoped out horn works fine, but i can not fit into the car that way. When it is telescoped in the horn stays on. The spring seams to ground out. Perhaps something is missing???. I looked in the manual but do not see anything missing however when I took the wheel off there was plastic pices of something that seams to have fell apart. cant seam to find what it was???

Is this intact? Horn button contact, spring, and retainer/insulator

Many vendors sell this. Here is one:

Take some pictures of what you are seeing, that will help others diagnose your issue........

. The part seams to go above the lock plate under or around the telescope spring.

On second thought, kansas123 is correct. Take some pictures of what you are seeing and post them so we can better help you. There are several components inside the tilt/tele column which are made of plastic or contain plastic. The horn contact, the lower horn contact, the horn contact spring kit, tuen signal cancel cam, to name a few.

Lock plate is #2 above
