Hey guys I have a 73 corvette the right head light goes up and down perfect but the left one will not go up at all but if I manually push it up it will stay and it will go back down if I do it from switch… I found a hole in a boot of the actuator and didn’t no if that is what could be causing that? Thanks in advance
That boot is more of a dust cover and won't really affect anything. Underneath there is the real seal for the actuator, sometimes called the witches hat.
For the headlight not popping up but you can pull it down, there's a few things that can cause that, first thing I'd do is swap the two outside vacuum lines on the relay, should be under the nose beside the horn and see if that lets you raise the light but not lower it.
If that's the case then the actuator is probably ok and the relay is suspect.
Another thing which isn't actually related, there's the plastic guide sleeve that's sitting out of place around the top of the crosspin just under the spring end in the picture there and someone has pushed a pop-rivet into the cotterpin hole of the cross pin. That plastic sleeve should be in the slot that pin is in, then a washer and then a cotter pin to hold it all together. You should correct that at some point

look at the vacuum relay on that side. specifically the smile-shaped hole. looking up from below. the "filter" over the relay left 30 years ago. bugs build nests in them. it is the fresh air intake to raise that light. if no air gets in, nothing will push the headlight up. usually though it will also be hard to raise by hand also if plugged. next remove both big hoses at the relay that go to that headlight. grab some cheap poly tubing from lowes depot that fits the hose. you should be able to raise or lower 1 light with lung vacuum. (20 dollar ***** style.) also pull the center hose and see if you have good vacuum there with engine running. here is a relay pic with where to look. also look up and have somebody cycle the switch and see if the piston in the round hole moves up and down.

Hey guys so Looks like the head light will go up half way when I rev it but if I stop reving it, It will go back down and won’t stay up… I cleaned out the smiley face hole on the relay so far
