look for voltage at the connection for the starter solenoid when trying to start. if you have it then likely my guess is one of the battery terminal ends (or ground) has a poor connection to the copper wire. I had this problem myself. could be solenoid also or fuseable link which would also be ruled out by checking voltage at both starter 12v points.
I have a 69, which is simllar. Went to start it and it cranked for 2 seconds and quit. On inspection I found the starter wires corroded and over heated from excessive heat. It's going back together now. I also cleaned the ground from the battery at the frame and will remove and clean the engine ground. (On a 69, pass side attached to the oil pan.)
Hook your test light to ground such as starter mounting bolt , probe the big fat top terminal on the starter solenoid to verify test light works as that big battery wire should be hot at all times , then probe the S terminal on the starter solenoid marked S (it's the bigger of the two small terminal) , have helper turn key to crank position and S terminal should light up . if so replace starter , if not neutral safety switch or possible clutch switch or ignition switch not supplying crank voltage
