C3 won't start
if you open the throttle plates on the carb and just pour some fuel down it does it start then?
When you pull a plug after trying to start it for a while are the plugs flooded or dry?
how is timing?
make a mark or just take a mental note of the distributor, turn it counter clockwise like 15 degrees. Try starting it. You can always go back to the previous location.
After 8 yrs the fuel bowl floats are likely stuck in the up position. Needle valve / seat likely corroded and closed for business.
A shot of gas down the carb will tell you a lot about the carbs condition.
Meanwhile, plugs showing a strong blue spark or a weak yellow one? Loosen the four hold-down clamps on the dizzy cap. Lay the cap over on its side. You may have to remove a couple plug wires to do this, so note where they were. Now take a dry paper towel, no cleansers, and wipe the entire inside of the cap removing carbon tracking residue. And clean the rotor tangs also.
Never put your hand over the carb to choke it. An open Intake valve will teach you about 3rd degree burns.

Anyway, with airfilter lid removed, you spray a bit of this right into the top of the carb and then turn the starter. If it fires and runs for a couple seconds you know that you have a fuel problem. If not. Most likely an ignition problem.
