The ignition cavity in the fuse panel on my 77 is hot at all times. Have to disconnect battery to keep the battery up. Key on, Key off, makes no difference. I've investigated the schematic, AIM, electrical troubleshooting manual and the service manual and it's still a mystery. HELP !
Start with the easy stuff. Try by pulling one fuse at a time, as you could have a back feed from another circuit. Unhook the alternator plug, if you have a MSD ignition disconnect it, and unplug the ignition switch. If or when the ignition power goes out that circuit is the cause of the problem.

If it is a feed from another circuit the closest to IGN CELL would be the 20 AMP Tail fuse Labeled #3 that is HOT always.
This is from a Late 1977 as the Early is a little different.

I find it very helpful to remove the drivers seat when working under the dash. I lay down on the floor, with my feet under the window (easier on 78-82 cars). Others lay on beach loungers that are flattened to be even with the floor level.
Good luck! Try disconnecting the alternator, too. Low hanging fruit that you can do standing up (sometimes the diodes fail), but unlikely to be your problem this time.
