Default Horn stuck or alarm?

Hi,

Not driven the 79 C3 since last summer due to gas price. Now it has settled back to about normal over here, I wanted to take it for a spin today. Hooked the battery up again and tried to start. Not soon after the horn went of and kept going. Hit it and went away for a sec. If I tried to take the key out it also went and came back, including electricity to the rest of the dash. Then I got the key out and it stayed on. Only stopped when unhooking the battery.
battery was just below center just below 13V.

question is if the horn is just stuck, somehow the alarm ( that I never noticed in past 6y) got activated and sounds the horn or is it the battery that is to low doing some random stuff and sounding the horn.

Please help, because I do not know how ti proceed. Also live in an apartment and vette is parked in a box, so about 100-200 people would go nuts if I keep blasting the horn 😅.

Does it have a horn relay like the older C3s. Could be sticking. If you have one its one the fender near the brake master
