How would you lubricate the wiper joints, and what would you use? Would you just unscrew the two bolts and throw some grease in there?
I have been "battling" a wiper issue where my wipers would work on moment, but after turning them off they would not come back on. I thought it was wiring or the wiper switch, but I found that the wiper arms were binding at this joint. I would give the arm a good jiggle and it would free up and start moving again.
I would pull them apart. Note how they are adjusted in the oval slots before removing nuts and bolts. Clean up with some emery. get the ***** and sockets clean, shiny and rust free. Put some grease on them and reassemble.
Then check the adjustment.
It's not hard to adjust them afterwards but if you shut the car off with the wipers up on the glass and then use some tape to hold them in position you should be able to open up the two connectors without loosing the correct position
There should be a brass (bronze?) wear surface inside, clean and use a water-proof grease

Before I took things apart I think I would just squirt some oil on the joint and run the wipers to make sure that is indeed the problem area. Certainly would not hurt to lube things up but I wouldn't go loosening adjustments until I was sure. Just me and the way I trouble shoot...
