if you rev it to 4500 and it is still at the same advance setting as at 2800, it is fully advanced.

Derek is talking about the heat riser valve on the exhaust manifold at the junction between the manifold and the exhaust pipe - sounds like you are talking about the intake manifold passageway under the carb. A stock heat riser valve has a thermal spring flapper that often rusts in the closed position, blocking the passenger exaust. A lot of owners remove it altogether and put in a dummy spacer, or they cut out the flapper, or they free-up the rusted one.
