How many CI, and what is the cams LC? Have you tried increasing the idle to about 1000 rpm hot?
My first 383 with that duration cam on 112 lc had lazy opening head lights and around 11.5 bouncy vacuum. I upped the idle speed
It's a 388 stroker..106 intake centerline, 110 lobe seperation.separation..
My engine was carbed before, headlights would pop open quick, when it was carbed my idle was 750rpm at 11-12 inches of vacume, I am now at 850 rpm with 8.3- 9.0 inches of vacume, same for my brakes, nearly solid pedal... I have checked for leaks, there are none.. when the car is cold during start up I am around 1250 rpms at 11.4 If I recall correctly.I will recheck that today..
I'm not a ProFlo user, but have worked with a few other EFI systems.
What is your idle timing? Maybe try advancing 5 or 6 degrees, which will allow closing the throttle blades a bit, and should create more vacuum. You'll have to recalibrate your IAC afterward.
