Default Carburetor rich at idle

1979 L82 car, manual transmission, all original with 35k miles. When I bought it someone put an Edelbrock 4 barrel on it so I looked around a while and found a 17059211 with the correct date code for my car. Very lucky on that. So I rebuilt it, replated all of the metal including the main body and air horn, air valves and so on, see the photo. I replaced the idle tubes and installed throttle shaft bushings on both sides and uncapped the mixture screws. I epoxied the well plugs plus put the rubber seal in. I put in a new float, pump, needle and seat, set the float level (I always go just below the spec to compensate for looseness) and finished assembly. I made all the preliminary settings, installed a new steel fuel line since they cut it off and then installed the carb. I filled the bowl and she started right up on fast idle, ran a couple minutes till the choke got hot and fell down to slow idle. At slow idle it's very rich, eye watering rich but it responds to mixture screw adjustments. I've even backed the idle screw on the side of the carb till the blades are fully closed so it's not drawing from the transition slots. There's no dripping while idling either. I can turn the mixture screws in equally and it'll respond to the point that it'll die, I've turned them in to the point that it's barely idling but it's still eye watering rich. Ign timing is at 8deg and manifold vacuum to the vac advance. The primary rod piston is down at idle which can be easily verified. The car runs fantastic, lots of power, smooth, great idle and so on. Just rich at idle. Somewhere I'm getting a lot of extra fuel at an idle and I'm not sure where. This isn't my first carburetor either, we did hundreds of these in the 80s and 90s at an independent shop I worked at. Any ideas on what else to look at? This one has me stumped.

17059211, all renewed.
