the vacuum flapper is not much of a water shut off valve. a ball valve is absolute. just north of tampa. how much heat do you really need?

yes I agree, I installed ball valve to remedy initial problem of no vacuum to heat control valve.
Now I have(hopefully) both options Just trying to make things right.

Fixed heater control, Works as it should through the interior, temperature control lever .
