The longer of the two is supposed to go to the radiator neck. Its a blow-off hose and recovery of coolant hose.
The shorter one, you can replace with another a little longer and just aim it at the ground. It has very little purpose but in the event the overflow rez exceeds its capacity then that little hose allows drainage to the ground.
You can bet there is some nasty crud in the bottom of the rez so it needs to be either removed and cleaned or a good flush then emptied.
Green wire could be for the A/C compressor.
And please, get rid of that fire bomb fuel filter. And the flex fan!!!!

What`s the year of car, auto or manual trans ? Pictures of wires and coolant lines will be needed so we know what you are talking about. My guess , on the coolant lines , would be that they are auto trans cooling lines . At one time your car had a auto trans but is now a manual .

The double green wires once went to the idle stop solenoid. Your aftermarket carburetor most likely doesn't support the solenoid. Those green wires are hot anytime A/C is selected.
Here is a picture of the carb i have and what do you suggest i do with the wires
Personally I would neatly roll up that harness and tuck it behind the coolant overflow bottle, out of sight out of mind.
The automatic transmission cars used the solenoid to bump up the idle speed so when the car was at a stop it didn't bog the engine down when compressor was running.
