Many, many years ago when I was a kid I could use the high beam all the time, no other cars on the road. Now days a car may as well not have the high beam. Very seldom can use them. If you try to use them you have to keep switching back and forth between high and low. In fact was on vacation and was coming across a very baren and deserted area of New Mexico. In a two hour streach was only able to use the highs about a total of 15 minutes. Either was traffic coming towards me so the lows were on or traffic ahead of me so again low beam. Seldom was there a situation of no on-comming traffic and no traffic ahead.
It's rural enough around me that I can use the HB most times. Yeah - car
comes - turn 'em off - then on ... but there are enough turns and trees here to make it bearable.
I just drove 120 miles Saturday night with my high beams on most of the way. I met 3 other cars and also had to dim when I went through the one town that was between home and where I was.
In rural areas like NE Montana, you use them alot. Especially with all of the deer we have up here.
P.S. One of those cars that I met was a HP. I was doing around 80 at the time. He just flashed the light bar on and off to give me a warning. I got lucky there. That speed at night could have been a bit spendy.
Since I have H4 european lights (mandatory) I have normal lights, city lights (that's what it's called here,small lights, no good for anything except for maybe parking) and 4 high beams. They make quite an impression when you turn those on :D I almost never use thm.
my low beams suck, can't see a thing... so i'm using my highs 90% of the time. That's why this winter one of my projects is switching to a euro setup with more power.
Are you sure that's legal? The Euro light have a different "image" (the pattern of illumination) to suit circumstances here (for instance they shine off to the right and less to the left) US sealed beams are not legal here with this being one of the reasons.
I use them on any highway or rural road where there are no cars in front of me or driving towards me. I once hit a wheelbarrow that I couldn't see at night (was laying in the middle of the road). If I had brights on then... wouldnt have hit it.

Have you thought about having the headlight alignment checked. Could be they not aligned right and with correction you would not have to use you highs so much :)

Like Twin_Turbo, we have to change our lighting set-up slightly over here, to comply. We drive on the proper side of the road of course ;) so need them to dip the other way, but also most people with American cars over here will tell you that the lights are not bright enough. UK versions are a slightly higher power I believe, but even my Vette lights don't seem that wonderful on dip beam. Living "out in the sticks" I use main beam a fair amount.
I'm just about to fit some 100% illegal "Blueys" bulbs on one of my other cars... a blue/white light that's a whole lot more powerfull.... have to keep moving and get air to the lights, or the glass melts :)

They were aligned a couple years ago when one of the bulbs blew and I had a shop replace it. The problem is just the 50-55 watts...
