Default Wire cuts

Working through the Bubbafication of my '73 vette and found a black wire with white strip in the wiring cluster going toward the headlights that is cut. Also, there is a light powder blue thick wire that grounds to the radiator Frame. It is cut coming from the ground but I do not see where it would connect.
Any help is greatly appreciated.

Perhaps a wiring diagram will help you identify the wire?

Black/White - Goes to your Horn relay and Alternator. Does your Horn work? Has someone upgraded to a 1-wire alternator?

The grounds (rad frame) should be all black, the only light blue wire up front is for the headlights and not ground. Maybe something someone added
The black with white strip, as mentioned above, would go from the bulkhead to the horn-relay/alternator

The light blue is a thick wire grounded to radiator fram. Trying to see where it should attach to on the wiring harness.

The only other lt blue anywhere in the engine compartment will be on the wiper motor and it's still not a ground to the rad support.

Can you post some pictures?

In a Corvette, or any GM car AFAIK, the only wires that ground to the chassis are either black or bare braided copper.
