IS IT OKAY TO USE PERMATEX TEFLON THREAD SEALANT ON CYLINDER HEAD BOLTS? IF NOT WHAT TYPE OF SEALANT IS BEST?

ARP (the bolt people) also make a thread sealant.

You might take a look at the book "How to Build the Small Block Chevrolet" by Atherton and Schreib. It has lots of useful tips.

I used Fel Pro grey bolt prep when I rebuilt mine and have had no problems.

Just make sure you use a non-hardening sealant that is not broken down by oil, water, antifreeze or heat.
