Disconnect / loosen waaaaay off the cross cable from the front/back cable. Yes the small spring should be between the lever and the little bracket, there should be a small plastic clip/guide, white in this picture.
Make sure the cable is free to move in the outer sleeve or that little spring won't push the brakes off

If you have a old HDD drive laying around the best thing I found for keeping pins in-place when installing shoes and then springs and cups is the magnet.
Just enough clearance between splash shield and backing...
These magnets are 10X strong...
Don't use dental floss use wire...lol
It can be cut in-half if needed.

Put a 6-point socket on a breaker bar with a pipe on the handle of the breaker bar and the bolt will come loose.

So, today is a "drop back and punt" day. Sorry for not knowing what is going on, but it looks like the brake cable on the passenger side has frozen up, and i didnt realize it. I verified by pulling the driver's side apart, which strangely enough the cable and all the components are working fine. So, tomorrow i will go by Zip (local to me) and get a new rear parking brake cable. So, the question im left with is whether to mess with the parking brake components on the drivers side axle or not. Keep in mind, that is all working like it should. There's plenty of meat left on the shoes. Im of the opinion, don't create a problem where there isnt one. Yes, the passenger side will be all new and the drivers side not, but that's where my thinking is. What does the CF braintrust think?

Well...it's a new game and a thus a coin toss... to keep the analogy going. Normally I am of the mindset of replace it all "while you are in there". In this case based on what you said....driver side functioning properly and meat on the shoes...not really any need to do more than replace the rear cable and get passenger side up to snuff....IMO

If it's working... leave it alone. (The parking brake on these is more of a whimsical promise than an actual functional device anyway) so unless the drivers pads are saturated with oil / grease / brake fluid it's not going to improve them anyway
In my humble opinion anyway

The parking brake crossover cable has to be connected on both the left and right wheels or it won't work.
You're in this deep so just finish the job.

While you're at Zip get two little white plastic parts (DB466).

Surpisingly, with just the drivers side working, it would hold the car on a slight incline. That was with the handle pulled about 3/4 of the way up.

Here's the current state of the driver's side, to add to the discussion. And, it just occured to me that as you can see, the spindle has been replaced (before i bought the car in '05) and i bet they did the parking brake on that axle then, which would explain why that side is all there and functioning and not the passenger side.
