I have replaced my catalytic converter with a magnaflow high flow converter and had to weld off the air tube. Recently I have noticed my air induction pump is making noise like the bearings are going. If I just remove the belt to the air pump does that do any harm? I’m in NJ and don’t need to test the exhaust for inspection.

Year?
All the pump does is inject air into the exhaust cycle for improved combustion. If the magnaflow converter operates as the original, then it may be looking for the 02 buzz. There may be carb adjustments but I'm sure others more familiar with your year and carb can suggest fixes.
Hope this helps!
PS: My suggestion is get the pump fixed given you are still using a converter...your engine is configured exhaust emission control.

It’s a 1981, we had to close off the air tube to the catalytic converter because the new magnaflow cat doesn’t have a port for one. So if the air tube is welded shut does that mean the air pump is pretty much useless at this point?

Yes, remove it and all of it's related components. There is 100% no drawback at all to removing it.....
