What is going on here?
1st hypothesis. The rubber in the bushing is supposed to be compressed, but the shaft and the control arm are so worn that they won't hold in place. The shaft was definitely spinning in the bushing.
2nd hypothesis. I have the wrong bushings and or shaft.
Related question. Does all the movement in these bushings happen from twisting of the rubber and the shaft and the inner sleeve are connected as well as the bushing and the control arm?
any ideas?

The movement should only be from the flex of the rubber. Once it's all tightened up there will be no movement of the shaft.
