We are talking composite spring? If so longer bolts will lower it.

Yes when running a composite spring. Make certain you run shocks to match, or it could be a bit "Bouncy".
And depending on the spring. You may need slightly longer hanger bolts. Stock bolts are 6 3/8inches long if my memory is correct. I run bolts that are 7 inches long with Nyloc nuts. The after market sells 8 inch lowering bolts. Which may or may not be the answer. But if to long you can cut off the excess.

No it is not normal. Many of the aftermarket springs available in recent years are over-arched. The good springs came from Vette Brakes & Products but they went out of business. I heard that Van Steel had bought their production equipment and were working toward producing the springs again. Not sure if they are actually available. If you have a spring with too much arch, you may be able to compensate by using longer bolts.
