Looks like your heat riser. A valve in your exhaust to help the engine warm up. Controlled by a thermoststic coil. Very restrictive. Most people eliminate it altogether or cut out the flapper as it looks like in your case.

Most of the Vette vendors carry a heat riser delete spacer....get the studs, gasket and brass nuts too.....

That was stuck in the 4/5's closed position on my '80. Found it when I replaced the stock exhaust with headers. No wonder my vette had NO acceleration when I bought it. Used to redirect hear towards the carb for the choke. Best tech at the time, but completely useless after 1982, IMO.
