it should be in closed loop way before 200 degrees coolant temp , edit to add a lazy/slow oxygen sensor will make closed loop take forever , Make sure throttle body is clean where the throttle blade closes in the housing for carbon build up and if thats clean then temporarily unhook the EGR valve vacuum line and plug it then go drive it and see if any changes . If not plug the vacuum hose back on the egr valve , if it fixes it then the EGR valve is sticking open
