Shouldn't have been painted factory. So most likely it's spray can engine enamel. Just about any paint striper should wipe though that in seconds, also carb cleaner should make short work of it.

You could also use regular brake fluid, acetone, or lacquer thinner. Resist scraping it with a putty knife or razor blade, no steel wool either, if you are desiring to retain any factory machine marks for originality.
