Default Brake light madness

Hello, hopefully a quick question for the electrical experts here.
I'm having some trouble with my brake lights amd turn signals after doing some work behind the dash after having some grounding trouble.
With the key on, i get 12v at both the orange brake wire AND white WITHOUT the brake switch plugged in. From what I understand it should only have power to the white wire if plugged into the brake switch and the switch fully extended.
when the key is off, I don't have any power to the orange wire. (I think there should be 12v even with key in off position?)
I replaced the flasher on the passenger side and by the fuse block. With the key on, I get left side flashing, but right still stays solid.
hazards also come on when I actuate the hazard button, but come on solid, no flash.
when the key is on and turn signal in the middle position, it appears both signal lights are on.
no brake lights seem to be coming on at all. Seems almost like the parking lights are stuck on, not sure if this is a turn signal issue or head light switch issue?

Head lights do come on and off no problem. With the headlight switch pushed all the way in the interior lights turn off.

Any help would be appreciated.

One other thing to note. Before I put the dash back in and connected the headlight switch plug it looks like the turn signal lights would stay on.
not sure how the parking light circuit works. I thought maybe plugging the headlight switch back in would remedy the situation, but it's the same

Also, the hazard lights don't flash even after replacing the flasher on the fuse panel

Not sure what year you are talking about, but this may help.

First and foremost check all your grounds. Not sure what year of car you have but I know the 68 has a major dash ground on the a pillar portion of the birdcage that’s held in just with a sheet metal screw. If that screw isn’t biting good into the cage you aren’t getting a good ground. If it is borked up there is a couple of ways to fix it. I chose using rivnuts.

Also check all your other grounds for your headlights and taillights. If you look at a diagram you’ll see most C3 have the grounds terminating in large bunches. The good of that is there are only a few places to look for trouble. The bad is that a bad ground connection can actually cause weird issues because the ground will actually back feed off items that have a good ground.

Also check the bird cage to frame ground too. Everything must have a solid ground.

While not a C3 here is a IH (yeah international harvester) forum post about similar behaviors in the scouts. https://forum.ih8mud.com/threads/hazards-blink-turn-signals-stay-on-no-blink.1205303/
