I have a question. on my 78 vette its my understanding there are 2 relays. 1 for blinkers and one for hazzard on passenger side. question is if I use this

Maybe? I don't know if there's a current limit. But buy the one with the swapable base in any case. Dunno if it is LED specific, but to get that flasher to work, I needed one swapped base, and one regular.
And there's really no reason not to use LEDs, at least in the rear, if you are using those flashers anyway. Only the front side marker lights cause further issues with LEDs, which requires a blinker genie module to fix.
