Default 73 heater /ac selector valve question

Hi all,

I’m replacing the vacuum lines and selector valve but I ran into a situation I’m unsure about. When the thumb wheel is set to the ‘off’ position, I can still blow air through the supply line of the selector while mounted in the car, but when not mounted, I can index the selector to the ‘off’ position and it completely blocks the air. It looks like the selector doesn’t reach either extreme in the car, but does out of the car. Nothing is blocking it… does this look right or am I missing something?

Looking at the back of the selector, I can see the plastic bushing position in the slot of the arm.

I’m concerned that I will have a vacuum leak without having the full throw or travel of the selector arm. I am not finding ANY obstruction limiting the travel to the off position:

Out of the car selector in ‘off’ position. Full throw.

Out of the car selector in ‘defrost’ position. Full throw.

In the car selector in ‘off’ position. Partial throw.

In the car selector in ‘defrost’ position. Partial throw.

You can see the bushing is not in the topmost position of the slot in the car, but can reach it out if the car.

Any help here with advice or resources or things to check would be appreciated.
