25 Inch-Lbs, or something between 2 to 3 Ft-Lbs if you do not have the Inch-Lbs torque wrench. Nut driver force is about right if you do not have either one. Better to be a bit "too loose" first, and then see if it leaks.

I got them torqued and went with 70 inch pounds with no issues.

On Harley's, almost all the 1/4-20 screws that go into aluminium are spec'd at 90-110 inch pounds.
Those 5/16ths studs on your carb should be more than safe at only 70 inch pounds.
But I'd still have to say. Never in my life have I used a torque wrench on a carb base. But I'd also like to believe I have a pretty good feel for how tight to tighten fasteners.
