Default 1982 Fuel Gauge Issue

Hello all! I have read pretty much every forum I can find regarding fuel gauge issues but I am having no luck.

I have a 1982 Corvette that hasn't had a working fuel gauge since we bought it many years ago.

Over the years we replaced the gauge and most recently replaced the sending unit.

Before replacing the sending unit the gauge would fluctuate and jump constantly while driving. This would happen with the old gauge as well.

Since replacing the sending unit the gauge is just stuck a little past F and won't move. I have tried the following things:

Removing the sending unit connector from the wiring harness. This causes the gauge to go to 3 o'clock.

I've grounded the ohms wire and it goes to E like I've seen people say would happen.

I've gotten an ohms reading of around 45-46.

I am unsure what else to try. I can't see the float in the tank to try and move that around. Could it be a bad sending unit that we just had installed? What other things can I try to narrow down the issue?

Pull it back out, (the sending unit) with it out of the tank, connect your ohm meter and move the float up and down. Should swing from near zero ohms to near 90 ohms. And be progressive though the arc.
if that checks out. Temporary connect wiring from car to sender with sender out. Same test. Move the float up and down. But wait a bit with each move as the gauge should have a buffer.
Good ground? Short in signal wire between sender and guage? Etc.
