If the fuse is ok, there should be power to the middle of the 3 wires on the wiper motor plug with the key in the run position regardless of the wiper switch.

The switch only supplies ground to the motor. Here is a drawing that might help. It was made for a 69 so will be slightly different than what you have, but the motor itself is basically the same for a number of years.
You won't have the "limit switch" since your car does not have the cover that goes over the wiper assembly, but as far as I know the rest of the circuit should be the same. The entire wiper circuit always seems to confuse all of us.
