I have a 77 Corvette with a manual transmission. I rebuilt my parking brakes 20 years ago. Before and after I rebuilt my parking brake I have found it very useful to give it some gas (So to speak), to get it to move.

Deep in the back of my brain, I recall that automatics will start rolling at idle, unless the parking brake is set, or the regular brake is applied. At least, that's the way my truck seems to work. Fortunately, none of my cars do this, since none have automatic transmissions.
OP: There's a specific procedure for setting the parking brakes in the shop manual. Did you follow it? I use a fish/luggage scale and some 550 cord to do the 9th step. There's also a separate procedure for burnishing the new pads on the road.
Normally when stock yes thats how most automatic cars and truck work. I believe depending on the torque converter used they would behave differently
Sounds like a problem from the factory. A third pedal will solve that!
(Full disclosure: The Virginia state inspection test of your parking brake needs to have it work when the car is in "Drive". It was no small task getting to that point with my 79 when I first bought her. We'll see what they do for the 5-speed version)

I don't miss those Virginia state inspections at all and they used to be every 6 months. Practically every time I'd have to have the Trooper in charge of inspection stations come out to tell the mechanic they were wrong. So much for the land of the free.
