Get a helper and have them apply light pressure upward to the hood while you pull on the release cable. Once the hood is open, you can examine the latching mechanism. May be all it needs is some cleaning and lubrication.
Im not sure if the 75 have the same mechanism as the 74 but theres a bunch of you tube videos on how to make the tool to manually release that stuck catch. I fought with my 74and actually broke my windshield trying to get it open... mine was jammed very badly. They changed the mechanism somewhere around 76 I think.
This is basically what I did in the end to get it open after the other approach didnt work. The later c3s have a totally different release system though.
I'm pretty sure it's 76 and down and 77 and up as far as the hood latches go.
I have a friend with a 76. I remember helping him align his latches as his were sticking. Totally different from my 77.
And yes I have the back up cables on my 77. I've never needed them, and yes I test them once in a blue moon, but if I didn't have them for certain that T handle would have fallen off by now!
Everyone should install backup cables!

yes its the same. 76 was the last year. they change in 77

I had to pry the hood from the front to back and it open. I jam a big screw driver with a rag to pry it.
Great. Now that it is open, have a helper pull the release handle and shoot a picture of the latch. Could be that the all you need to do is reposition the cable to allow more travel in the latch.
Whatever you ultimately do, put in a pair of secondary release cables.
