75 Window not going up and down

75 Window not going up and down
My 75 Vette the passenger side window won't go up or down. The volt meter moves when hit the switch on both the operative (driver) and inoperative (passenger) side. Is this most likely a switch issue or a window motor issue? Thanks for any help in pointing me in the right direction.

Try holding button and slam door the window may move if not get out the screwdriver and a shady spot and remove door panel and cover plate get down to the motor plug and test.
In my car it did the same thing, I was able to get it to work again like it did 30 years ago when it when into Hybernation by cleaning the contacts and spraying the Hell out of the motor and forcing PB Blaster in any Orfic I could find, then greased all gears and tracks
