Took the 81 in for CA smog. Emissions themselves were perfect, but failed due to the CEL light not coming on while key was in position 1 on the ignition. Did not notice when it went out. Changed bulb, no joy. Changed prefab circuit board on back of gauge cluster, no joy.
looking for recommendations on troubleshooting. Thanks in advance.

I am sorry I can't help you with your CEL light being out. If it were me, I would run power wires to the CEL bulb and manually turn it on when it needs to be on. I did this with my reverse lights when I couldn't get the replacement switch to work right. They said "Reverse" while behind the car and they saw reverse lights so they were "happy" and the car passed the annual Safety Inspection.
