Here is how I test oil pressure sending units. Made an adapter to connect to my air compressor. Set the compressor for 10,20,30,40,50,60,70 PSI and read the ohms value. Then run the engine to re-read the ohms value from the sender. Once I know what the pressure is, then compare to what the gauge is reading.
How about a variable resistor that you would set to the resistances you observed on your air pressure tests.
That way you could see what your dash gauge reads compared to air pressure readings.

Both ways are a good test.
knowing that 45 ohms = 40 PSI on the gauge , then you can test the sender apply 40 PSI read the ohms, and add resistance if it reads lower to make it accurate. If its more then not easy to fix.
