the prongs on my bulk head do not align with my wiring diagram. When its plugged into the fuse box I have power to some areas, like head lights and SOME cabin lights, but nothing beyond that. Is it possible that this is the incorrect harness? or could I have the wrong diagram?
Welcome to the forum. For starters (no pun intended) it would help all of us if you gave some more details. The diagram is for a 76. DO you have a 76? How did you come by the harness? Did you remove it from the car? Get it in a box of parts? Buy it new? Is that pic of the one you are trying to use? Why is the harness apart to start with? The more information you can give us, the better our answers will be.
The fuse block has wat too much dirt and corrosion. I would order some deoxit made for contacts. It's in there red can. I used it to clean switches and contacts in some of my vintage audio gear.
I would clean both sides of the block. You can use a small brush with metal brisels. Not an overly stiff brisel pick an assortment up at home depot if I remember correctly.
Once clean look for damaged or missing terminals on both sides. The alignment issue could be a pin or socket left in the other half.

I have oriented this drawing to align your photo...
This is a 76 Corvette drawing of just the 2 half's with circuit & wire colors...
Hope this helps...
