That connects to your transmission, and when the transmission is put in park, it allows the ignition to return to off, so you can remove the key. That arm that the cable attaches to (toward the top) must be all the way up for key to come out.

It is sad to have an engine stolen like that. Being a part of the Corvette it makes people think that they need that engine for power.

You don't need that transmission interlock cable. Later cars don't have them. You can pin the lever arm (up?), and allow for full function at all times. There are threads on this Forum where the interlock cable has failed, which can disable your car.
I'd like to see a solution for what to do with the moveable arm on the steering column after you remove the lock out cable and the rest of the components associated with the lock out system. I know it can be simply wired up to keep it in the up position. But this just yells Bubba out loud. I was thinking of taking a Dremel cut off wheel and removing the moveable arm from the steering wheel column that it's attached to. But then I don't want to damage the originality of the steering column. Not a big deal I suppose. No one can easily see a "wire it up" solution. This entire issue is pretty far down on my 1970 to do list, but if someone has a neat idea on how to "keep 'er up" would like to see.
