From your previous post were you able to answer the questions in post #17?
Does the override switch open the wiper door?

It sounds like it might be an issue with the Vacuum control motor solenoid. This mounts to the back of the Tachometer and is fairly miserable to get to. There are two yellow wires and two blue wires attached to it. There are yellow and blue hoses attached to it. The yellow hose is the vacuum source. I will attach a diagram of the vacuum system.

Look at Robertea's diagram linked above. Since you are getting vacuum to the headlight over-ride valve, the issue must be at or after the T-fitting that splits to the wiper valve. Follow the vacuum line to the solenoid (mounted behind the tach), to the over-ride valve (under the steering column), to the wiper arm valve (through the firewall to the wiper arm trough). It's a somewhat complicated system that is not helped by the poor reliability of currently available parts.

Do you have a vacuum pump of some sort that you can test the different sections of the circuit? (Mity-vac is fine but can take a while to pump down vacuum - especially when testing the headlight actuators!)
