On my AC belt I completely remove the adjuster bolt on the compressor, as opposed to just loosening it. This allows me to swing the compressor inwards a tad further than just having the bolt loose. Get the belt on, then reinstall the adjuster bolt.
If that still isn't enough. Remove the fan and loosen the water pump pulley. Get the belt into the groves and relighting fan and pulley. Then adjust compressor.

Yes, I just had this problem on my 1980 when replacing the compressor but it was the same when I replaced the belts a couple years ago . I did as Mr. 4-Vettes suggested. From what I remember having 3 late model C3's this was common.

I run a Gates 9555 Green Stripe XL belt for the AC compressor on my stock 1978 L48 (manual trans car, GM did not use an A.I.R. pump on 1978 L48/M20 cars). The spec on the 9555 belt is 56 inches. Never noticed any issues installing it when doing A/C refurb work. Photos of you engine might help us to see if there is anything different about your car.
