Couple questions,
What year car are you working on?
What electronic flasher relay are you using?
I have let's front and rear and only needed to change flasher relay on the turn signals.
I also had to swap the wires at the turn flasher relay connector. Most electronic flasher relays are polarity sensitive.
The flasher relay under the center console is for the alarm on most years.

its a '78.. read my edit.. decided ta chang ALL 3 ta led flashers.. will eventually chage all lamps ta led's... what ya think?
I only needed to change the turn flasher relay to an electronic when Front & Rear LED bulbs were installed ...
When you apply brakes do your turn signals still work correctly?
If so, then I think you got it...
There is a 4 way flasher relay in fuse panel and the turn signal flasher relay on right side under dash.
The relay you found under center console pulses the factory alarm horn. has noting to do with the turn or 4 way flasher circuit(s)

sorry ta say your wrong about it not effecting tha lighting.. this one does... for whatever reason!.. tha part number is same as lighting if that makes any difference???
Ok, show me on the 78 drawing where the factory alarm drawing is connected in anyway to the 4 way or turn circuits?
I have the 78 Electrical Troubleshooting Manual drawing opened to page 30 showing the alarm circuit so I can follow...
Now, "IF" the alarm pulse relay has a lower resistance rating for example swapping a 552 to a 224 to turn signals it's possible (not sure) it might work.?
its workin' right right now.. how? don't know and really don'y care.. all 3 relays are part number for a flasher.. same number.. all i know its workin; and i'm happy....................
