Default Ignition switch rod problem

I am rebuilding a tilt tele column and having problems with the ignition switch rod bottoming out on the transmission control lock tube housing. There is a boss that on the inside of the housing that travels about 45 degrees. The rod hits it and does not allow the ignition switch rack to travel far enough to allow the removal of the key.

This is the video that I used to guide me through the rebuild. I just cannot understand why the rod is bottoming out.

Update. I found that if I rotated the shift bowl I was able to clear space for the ignition switch rod. This was a very tight fit and had to use a punch to rotate the bowl.
