As part of my conversion of the steering column on my 70 vette (that's another story in itself), I decided to replace the rag joint. In disassembling it I found this copper(?) connection running from one of the studs to one one the threaded bolts. I do not see this on any of the lower rag joint replacements. What is it and is it of any consequence at all?

It's the electrical ground for the horn from the hub to the chassis. The rag joint effectively isolates the ground from the upper column so this strap provides it. There are work arounds if a new rag doesn't have it.
I seem to have read that no one makes new replacements with the ground included. Is that correct? If not trying to stay original would a flaming river joint be a better option?

in the photo you can see a smart person replaced the rag joint while retaining and reusing the rest of the oem hardware around that rubber rag joint... I went this route myself .. No issues.
