Default What's this part?

While trying to get my tranny out I noticed another part that wasn't hooked up properly (Bubba thought he was an electrician). It was under the distributor with one wire going to the distributor and another going into a bundle of wires. The piece itself was a metal cylinder about 1.5 inches long and about a half inch diameter. It has a flange that comes off of it with a spot to bolt it down (the ground for the circuit). There is a spot on my intake manifold where something should be bolted down but nothing is right next to where this was. It had these numbers on it:

Appearing just like that, those on top and the three on the bottom. I think it is my tach filter because my tach bounces and this not being connected would explain it.

It is a tachometer noise filter. Should be a wire from the "tach" port on the distributor, through the noise filter (which mounts with a bracket to the manifold) and then to the firewall.

And by not having it grounded it doesn't work therefore is the cause of my bouncing tach, correct?

Stupid Bubba. He also installed a cassette player that when on, will randomly blow a fuse killing my guages, power windows, and the like. Go Bubba! I wish he would have messed with the mechanical parts because that I can fix. I hate electrical work.
