So, I was wondering what the pull-out button was for on the lower right corner of the dash (when sitting in the driver's seat). I follow the cable through the firewall and find it attached to nothing. Took a picture of course.
What is this? What should it connect to? I can't find it in the owner's manual.
If the **** you are refering to is under the steering column next to the trip odometer reset cable it is for opening the headlight doors without having the headlights on. This feature was used for winter so the the headlight doors wouldn't be frozen in the down position from ice.

I was concentrating more on your description "pull-out button ... lower right corner of the dash" than the picture. Yeah it does sound like a manual choke cable.
I had one of those when I was replacing my dash wiring harness. Turned out to be the neutral safety switch that same genius had bypassed. That was a big suprise when I put the whole car back together and it wouldn't start.
Took me 30 minutes w/ the wiring diagram to figure it out... :cheers:
