Not sure about the 71', so this may or may not help. On my 81' there are two black caps covering holes in the firewall just behind the hood latches. Take the caps off and then use a small flat head screw driver to push the hood latches open.

About 25 years ago the cable broke on my 71. I took it to the Chevy dealer and the mechanic took the left side fender grill out and reached up and opened the hood, about 5 minutes.
