In MN, you just go to the DMV and register that to a collector plate, pay the fee, show the ins # and off you go. 6 weeks later, the plates come in the mail.
Whats beautiful is you pay a 1 time fee of $90 and your done for life.

You need to get a form, available from the PA state DOT web site, or from a notary. Fill it out, and send money and pictures.
PA classic plates are available for cars 15 years old and older.
