When the Low Beams are on, Lows shine with 11 volts but the high beams are getting 4 volts causing the blub just to start glowing. When the High Beams are, Highs are getting 10.25 volts but the low beams are getting 5.4 volts.
I bypassed the Dimmer switch and just hot wired for Low or High with the same results.
When the High Beams are on shouldn't the low beams also be on? Why am I getting 4 volts to the high beams when the lows are on?

From what you describe I'm sure you have a bad ground. I've had similar problems in the past. A quick check to prove this would be to take a jumper wire from a good ground source, frame, rad support, engine etc. and touch it into the plug on the back side of your sealed beam with the high beams on. Be sure to determine which side is hot and which is ground. If this is your problem the light should instantly become brighter. If you cannot find the open ground in your wiring just hard wire a ground in at any convenient place. One ground may correct both high beams but you may have to hard wire both sides.
